The Office of the Vice President (OVP) has expanded its Libreng Sakay Program in Davao City with the opening of a new route connecting Cabantian and Roxas Avenue, serving commuters who often face difficulties in securing public transportation.
For many residents, commuting in the city has long been a challenge—not only during rush hours but also in times of heavy rain and flooding. Stranded passengers and long hours of waiting for public utility vehicles have become a common struggle.
To augment and ease this burden, the OVP has launched the Cabantian–Roxas Avenue and vice versa route under its Libreng Sakay initiative. According to the OVP, the move responds to the growing demand for safe, reliable, and efficient transportation, particularly for working individuals, students, and daily commuters.
The designated pick-up and drop-off point for this new route is located at Indangan City Mall, providing a safer and more organized loading area, especially during peak commuting hours.
The OVP Libreng Sakay buses operate six days a week, following specific schedules for different routes. On Mondays and Tuesdays, the buses serve the Cabantian–Roxas Avenue route. On Wednesdays and Thursdays, they operate along the Toril–Roxas Avenue route, while on Fridays and Saturdays, the service covers the Roxas Avenue–Calinan route.
Currently, nine (9) OVP Libreng Sakay buses are deployed nationwide. Four units operate in Metro Manila, while the remaining buses are stationed in Naic, Cavite; Tacloban City, Leyte; Bacolod City, Negros Occidental; Cebu Province; and Davao City.
Since its launch in 2022, the program has continued to expand its reach and impact. Passenger data show that 238,743 individuals benefitted from the service in 2022. This number rose significantly to 638,625 in 2023, then surpassed one million with 1,025,275 passengers served in 2024. As of August 31, 2025, the program has already assisted 693,889 commuters.
In total, the OVP Libreng Sakay Program has provided free transportation to 2,596,532 passengers nationwide.
The OVP emphasized that the Libreng Sakay program is part of its commitment to making daily commutes safer and more accessible for Filipinos, particularly in areas with limited public transportation options as an augmentation and not as competition to commercial bus services.
