In a video message, Duterte emphasized that the OVP’s mission to serve Filipinos remained unwavering throughout the year.
Sustained Medical and Burial Assistance Amid Funding Constraints
The Vice President acknowledged the significant challenge posed by the loss of congressional funding for social services in 2025. However, she stressed that the OVP refused to let budget limitations hinder vital public service.
Through strategic coordination with national government agencies and the mobilization of alternative funding sources, OVP kept its social assistance windows open. As a result, 4,643 Filipinos received medical assistance, while 1,377 beneficiaries were supported through the OVP’s Burial Assistance Program.
“Ito ang pruweba na kung may puso at paninindigan para maglingkod, laging may paraan para tulungan ang ating mga kababayan.” (This is proof that when you have a heart and determination to serve, there will always be a way to help our people,) Duterte said.
Swift Disaster Response and Strengthened RIICE Program
The Vice President highlighted the OVP’s active presence in disaster-stricken areas nationwide. In 2025, the Disaster Operations Center provided aid to 73,054 affected families, including 9,129 families who received donated items.
In response to the 6.9-magnitude earthquake in Cebu and the eruption of Mt. Kanlaon, the OVP distributed 2,514 bags of 25-kilo rice. Duterte also personally oversaw relief operations in Negros Occidental and Cebu following the successive onslaught of Typhoon Tino and Uwan.
Frontliners and rescue personnel were also supported, with the Kalusugan Food Truck serving 1,866 responders. Meanwhile, the OVP’s RIICE Program delivered 56,575 bags of rice and food essentials across response zones.
Milestones in the PagbaBAGo: One Million Learners and Trees Campaign
A major highlight of the report was the campaign’s success in exceeding its nationwide tree-planting target. The OVP recorded over one million trees planted, reaching its goal three years ahead of schedule. To mark the achievement, the OVP Southern Mindanao team trekked the highest mountain in the Philippines, Mount Apo, to plant Tinikaran trees and commemorate the symbolic millionth tree.
The One Million Learners Campaign also expanded significantly, distributing 460,272 PagbaBAGo bags to students, including those in far-flung communities such as the Obu Manuvu Indigenous Peoples in Kidapawan City.
Support for Livelihood and Entrepreneurship
Through the Mag Negosyo Ta ’Day initiative, the OVP provided livelihood support to 15 groups and 2,245 aspiring entrepreneurs, reinforcing the Vice President’s push for economic empowerment and poverty alleviation, particularly among women and rural communities.
Expanded Libreng Sakay Program Assists Over 875,000 Commuters
Recognizing rising living costs and transport fares, the OVP expanded its Libreng Sakay program in 2025, including new routes in Tacloban City. From January to October alone, OVP buses served 875,176 commuters nationwide, easing the financial burden on students, workers, and families.
Good Governance and Digital Transformation Recognized
Vice President Duterte also highlighted the OVP’s achievements in transparency and operational efficiency. The Development Academy of the Philippines awarded the OVP a Special Citation for its Digital “Paper-less Challenge,” which saved over 3.2 million sheets of paper.
Further cementing its governance performance, the OVP received an Unqualified Opinion from the Commission on Audit (COA)—the highest audit rating—reflecting strong fiscal integrity and responsible stewardship of public funds.
Duterte also acknowledged the crucial support of OVP partners, whom the Office formally recognized in June for their role in facilitating timely and meaningful public service.
